To turn off System Restore of Windows 7 operating system, please take the following steps:

Step 1: Right click on Computer icon, select Properties

Step 2:  A window appears, select System protection

Step 3: System Properties window appears, select the hard drives and click Configure…

Select Turn off system protection and click OK

Step 4: System Protection window appears, click Yes

and click OK to complete
